information in regard to general condition of forests, illicit tree cutting, results of plantings, etc, etc, are obtainable

only by special visits of the senior officers. Forest Guards

should be trained to know their sections thoroughly and to be

able to supply any information required. They are not appointed

solely to protect the forests from the depredations of malefactors. In order therefore, that the department may function more effectively it is proposed that the protective service shall

be completely separated from the field staff and that the

Forest Guards and some of the Foresters shall be domiciled at

certain fixed points. The forest areas will be sectioned and a small staff will be placed in charge of each section. This staff will control the section and will provide all information which may be required. Reports will be checked up by the senior officers of the department and by a system of time checks and surprise inspections the movements of the staff will be kept under observation. By this arrangement, full intelligence of the forest areas will be available and the men will be held

responsible for the protection of their particular sections. Where possible it is proposed to house these outposts adjacent to Police Stations in order that liaison may be maintained with the Police Department and telephonic communication with Headquarters be made available by use of the Police telephones.

Proposed Re-arrangement of Forest Protection Service.

points:-

Headquarters; Wong Nei Chong Gap; Wan Chai Gap;

Braemar Hill; Tytam Gap; Stanley; Aberdeen;

Pokfulam.

nature of the areas on the Mainland some of the proposed Forest Reserves, etc, are already provided with protective
